How to "hide the number less than 10 do 4 Elements" on What is the number represented by the expansion?

Come to think of each I know this is hard to do, but I do not know what I I'm getting an answer.

4 times larger than the number is 10. Hmm ... Let X number. The number of 10 or more (we'll have less X - 10) ... 4 is enlarged by a factor ... So, we multiply The "elements" as (x 4) .. And we (X-rays 4) ... I think that's what it's four. Please help.
